VB Code to create a SharePoint Website

I am looking to see if there is any way to create a Web site on the SharePoint Server using an existing template using VB in my app from a Client Machine (meaning I cannot use SharePoint.dll on the client)

Much appreciated if there is.

Hi,
if you are talking about a site (in code SPWeb) then there is an excellent sample in the MSDN documentation:

To get all existing templates in your farm, please run the Powershell script from here:
http://blogs.technet.com/b/praveenh/archive/2013/04/04/get-a-list-of-web-templates-and-ids-in-a-sharepoint-site.aspx

This displays all web templates with its ids.
