Exchange 2003 Free/Busy information not available for one user with Outlook 2010

We have one Exchange 2003 server with Outlook 2010 clients.  There is one user that's free busy information is not available.

I have done

Outlook /cleanfreebusy on the user's Outlook and from another computer with that user's profile
used MFCMAPI to force the rebuild
took the user out of cached mode
After using the MFCMAPI tool the information is available for a short time and then is gone again.  What is preventing Outlook from publishing this?

Can you check if there are any events related on the server.

for Exchange 2003, it pulls up information from Schedule+freebusy folder of the public folder.
Is he unable to see free/busy of other users? or is it that other users are not able to see his free/busy information.
In either cases, outlook will connect to the public folder and register its information about free/busy

For the moment the problem appears to be resolved.
