Joomla template.css not loading

The css files are not loading on this site and i cant figure out why.
It stopped working from one day to another

I use Joomla 2.5 with shape5.com template
This is what I have tried
1. Installed site on localhost, same thing
2. Installed akeeba admin tools,fixed permission, same thing
3. Uploaded backup template.css file in case issue with it, no joy
4. Changed to beez template for testing, same issue
5. Uploaded from 2.5.7 to 2.5.14, no joy
6. I can access template.css directly : http://www.campus-california.org/templates/corporate_response/css/template.css

I am stuck.
It seems to be a joomla issue, not server or template out from the above.

Any help would be appreciated

Disable Shape 5 CSS and JS  compressor plugin and check.
Disable any other caching plugins for now.
