Offline files unavailable

Hello,

I have a workstation that has no access to offline files.  In the sync center offline files is enabled, but there are no partnerships and under the "set up new sync partnerships" window it says "There are no new sync partnerships that can be set up on this computer".  I have tried disabling and re-enabling offline files and re-initialized the offline files cache by adding the key below.  All to no avail.  Thanks for any tips.

No, there are no sync partnerships and when I go to set one up it says "There are no new sync partnerships that can be set up on this computer".

Manage offline files is not available as there are no sync partnerships set up.
