How does Linq to XML XElement to string conversion work?

What is the idea that is sitting behind XDocument to string conversion, the one that I do not understand? Please see the attached image.
Thanks.ee.pngIn other words, what is the best way to output XElement's underlying XML with its XML Entities decoded (if printable, or at least pre-defined).

Console.WriteLine("(4)" + WebUtility.HtmlDecode(xEl.ToString()))
