network monitoring tool

I am looking for someone to recommend an free networking software to monitor windows service (restart a stopped service), send alert if service/device is offline. Have some kind of netflow, to tell top talkers or who is causing the problem on the network. I have used MRTG but it is limited.

I think what you are looking for is Nagios; if your devices are part of snmp community, you can use it for monitoring, virtually, everything.

The website is simply www.nagios.org
