Shoretel Call forwarding not working

I need to forward calls from Shoretel to a different number for some users. We don't have shoretel support so we can't call in.

The users have direct dial numbers.

I am in Shoretel communicator but no matter what I try, call forwarding does not work. I have tried forwarding all calls and I tried creating the out of office rule.  I believe the rules are correct since there is not much to them however calls do not get forwarded.

Is there somewhere that I need to allow out of office rules to take effect?

I figured it out. I had to change "primary phone port" to Soft switch. It was on IP Phones

Administration > Class of Service. Select the Telephone Feature

Once the Telephone Feature has been selected, scroll down and find Allow External Call Forwarding. Check Allow External Assignment.
