Sharepoint 2007 Designer (Workflow)

Does anyone know what is the steps to create a workflow?  I have a basic survey which asks users to select their branch location (eg. NY, FL, CA).  Depending on their selection, lets say the user select NY, I want an email to be sent to the NY manager letting them know that something was submitted for their approval.  

Can someone help me understand what is the best way to do this in SharePoint?
