Computer/Laptop Management software with or without Active Directory

I have a new customer that has about 30+ laptops outside of their organization that are not setup on Active Directory.

Could someone recommend any type of software solution that we could install on the laptops that could handle them similar to Active Directory or better.

I'm looking for functionality for things like software inventory, software deployment, computer lockouts, setting the wallpaper, Internet explorer settings, etc.

Or what is another option to get them onto active directory if we don't have a VPN in place if there is one.

Not sure if you are going to get better management than group policy. Windows InTune will do a lot of what you need but not everything.
