Open PDF with adobe reader in HTTP browser window on Android Tablet

I have been reading older posts telling me this is not possible.  Has anyone been able to figure a way to configure and open a fillable PDF that requires Adobe to open in a browser window versus downloading to be opened seperately?  I am open to any browser to make this happen.  Working on a Samsung Galaxy with Android 4.2.

More reading says this is not possible by design.  Went with windows 8.1 tablets
