Where shall I send my bill for the network design consultancy?
It is asking a bit much to ask people on a forum to do a network design for 700 users. If you aren't capable, hire a consultant to assist, because there are many factors that have to be taken in to account.

What I will say is that it is no longer best practise to split the Hub/CAS and mailbox roles. Best practise is to now have all of the roles on all of the servers. If you want to use load balancing (which is the main reason people want to split Hub/CAS out, so they can use WNLB), then save the money from the two additional Exchange licences and put it towards a proper load balancer.

Simon.
