Change default timeout in AA Exchange 2013 UM

I have Exchange UM setup with CUCM 7.x - things are working great, except I need to have callers go directly to voice mail, no prompts. The closest i can get to this is by setting up AA and select Timeout in the drop down menu, this is fine except i need to change the default wait time - it seems to be set to 5sec and i need to set it to 2sec, if this can be done per users would be great or if there is some other trick i don't know about please let me know.
