Are there any free software-based solutions which will allow you to have two factor authentication on Windows 7?

Essentially at the login screen I want to specify a password and an agreed token on something like an iPhone - similar to what you would use when using VPN with Cisco and RSA / Vasco but just for the OS access when sitting in front of the PC.

Only cheap software: http://www.rohos.com/2013/02/google-authenticator-windows-login/

There is no free solution for windows available afaik. I suggest Bitlocker with PIN for a "free" solution.
