I'm trying to find a Date and Time picker for Windows Excel 2013, I have used it in 2010 but it doesn't seem to be available in 2013.

Apparently those have been removed from Excel 2013.

Try the suggestion from MSDNDEV_fxnotepad on the Microsoft MSDN site.
