Internet radio station

Hi,

A friend of mine is trying to start up an internet radio station allowing users to stream his broadcast.

I have a couple of questions.....

1. What licenses are required ? I believe due to it being internet based only that Ofcom should not be an issue ?
2. Whilst he own's a huge library of media, are there any services available that he could stream allowing not to purchase any further media ? A little like Spotify however with the legal rights to broadcast ?

I believe that SoundExchange http://www.soundexchange.com/ is the 'official' performing rights organization for 'digital performance rights.  You should start there.
