Converting DBF file to CSV

I have a ".dbf" file created with Delphi that I need to a "CSV" text file.  What's the easy way to do it?

I tried the internet, but I haven't found anything that doesn't cost dollars.

This is a one shot deal.  Any ideas or hints.

and well

Microsoft Excel can also open DBF files and then you can covert / export to csv text file.
