Exchange 2013 Read Receipt "To" Field Blank

When a user sends an email to an external user with Request a Read Receipt, a Read Receipt is returned, however in To field is blank.  (This is not the case for internal read receipts).

   To:
   Subject: test
   Sent: Friday, November 8, 2013 3:32:37 PM (UTC-05:00) Eastern Time (US & Canada)

 was read on Friday, November 8, 2013 3:32:35 PM (UTC-05:00) Eastern Time (US & Canada).

How do I resolve this?

We are on Exchange 2013 CU2.

That is by design. Not Microsoft, but the RFC for System Messages. It stops email loops.

What iis by design?  The fact it leaves the To: field blank?

What does this mean? deleted without being read?  Is this all new in exchange 2013?

Nothing you have posted is new.
The blank sender on read receipts etc is by design.
The deleted unread is also not new - if you had an unread message in an older version of Exchange and deleted it without reading it then you get the message.
