Outlook 2010 - Pictures in email not displaying (Red cross)

The setting to automatically view pictures is set to "unblocked" however the images do not automatically download.

This is in exchange 2010 Environment

I have tried follows in user's outlook,

On the Tools menu, click Options.
Click the Security tab.
Under Download Pictures, click Change Automatic Download Settings.
Clear the Don't download pictures or other content automatically in HTML e-mail check box.

This did not fix this issue.

I have tried recreating profile (On non cached mode) and implemented setting ... but didn't not fix issue.
