Is there a code (bat file) to get a shortcut to be pinned to the Start Menu?

The reason for the question is because my users do not have access to right Clicking on  the machines.  They are extremely locked down so any and all shorts have to be dealt with by us (IT) installing them by using bat files along with PSexec.  I'm asking for a solution to be able to do this basically remotely so that my users can find something easily.  Perhaps I should have explained that in my initial question.  I didn't think about that.

There is (not an easy) way to do this using powershell, you need a PS module found on technet here and then this is your commandline to pin notepad.exe to the taskbar:
powershell -executionpolicy unrestricted -command "import-module c:\temp\pinnedapplication.psm1 ; Set-PinnedApplication -Action UnpinFromTaskBar -FilePath c:\windows\notepad.exe"

Open in new window

To unpin, use the UnpinFromTaskBar action instead. I've put the module in c:\temp

The script works for me, if you're considering powershell solution you can give it a try.
