Can Cisco SSL VPN Portal be installed on Windows 8 64 bit machine?

A client of mine has a Cisco RV220W and we are trying to configure a Windows 8 machine to connect via SSL VPN but keep getting Warning: VPN Tunnel could not be installed. Verify you are running Microsoft Internet Explorer and your browser security settings allow ActiveX controls. To enable ActiveX, add this site as a Trusted Site in your browser's Internet Options >> Security menu. I have done this, no change. We are able to get this working with Windows 7 64 bit machines using IE 9. Has anyone been able to get this to work on Windows 8?

I have that router (although a different VPN router) and it needs IE9 or 10 to view the setup. IE 11 needs to be put in compatibility mode, and if I recall correctly, so did IE10. So the higher version of IE is probably at issue.

I am using Windows 8.1 and it comes only with IE11.
