Why can't I center this text menu?

Hello,

Please look at this test page.  I've tried to get the bottom text menu to be centered, but it insists on being flush left.

I want both the top line and the bottom line to be centered.

Here's what I am using
div.moduletable_hasomFooterMenu {
    margin-left: auto;
    margin-right: auto;
    width: 100%;
}

And If you use:

text-align:center;


I test and it works!!
