simple and low cost web app with a data base and charts

I would like to create a simple web app for recording monthly sales for multiple sales people selling multiple products and displaying that data with trend line and pie charts.   This would be my first web based data base application

I am familiar with MS products including Access, so leaning in the direction of MySQL for the data base, but have been overwhelmed by the chart tools available.

Recommendation for:
 1. data base: -- (MySQL ok?)
 2. chart tools:
 3. best sources of sample code:

Are you able to code asp or javascript?  Understand sql language? Security?

If you don't have the skills, something like http://quickbase.intuit.com/ may be helpful where you don't have to do the coding.  Otherwise, there are plenty of libraries mostly in javascript to do charting based on results. But you have to start with inputing data, processing data and formatting the data and applying it to some type of library to generate the chart.
