The report definition is not valid. Details: The report definition has an invalid target namespace 'http://schemas.microsoft.com/sqlserver/reporting/2008/01/reportdefinition' which cannot be upgraded.

I am using vs 2008 and trying to use a local report (.rdl) file.  If I run this as a server report using the same report only from the ssrs server it works, but it doesn't work as a local report on dev.  Unfortunately due to firewall restrictions I may not have the option of running this report as a server report.

Thanks, it took some doing but this seemed to be the problem when I toyed around with using different versions to create the rdl I got it to work.
