User gets undeliverable trying to send a modified contact as a v-card using Outlook 2007 Exchange

Your message did not reach some or all of the intended recipients.

      Subject:      Contact Name
      Sent:      11/13/2013 12:57 PM

The following recipient(s) cannot be reached:

      (Internal Employee Name) on 11/13/2013 12:57 PM
            You do not have permission to send to this recipient.  For assistance, contact your system administrator.

This did just start today.

I have had them reboot and still have same issue.  

They can send regular emails just fine. She is able to send a new contact as a v-card just fine. They just can't send a contact that has been modified as a v-card.

I have asked them to manually type the email address and am waiting to find out if it worked.

They have tried to send the modified v-card to three different recipients within the organization and get the same undeliverable message.

What modification is being made to the v-card?

Can you provide an example?
Of course without using actual user information

Modifications to v-card are listed below:

Company name, title, Email address, phone and address are the updated information.

When they type in the recipients email address, they still get the system reject message.

I suggested she try to send it as a business card instead of a v-card and it works that way, but the recipient prefers the v-cards.
This is the best money I have ever spent. I cannot not tell you how many times these folks have saved my bacon. I learn so much from the contributors.
