find a row base on record id

Hello,
Trying to find a record base on the first 5 positions, such as T70ST.  Once this is determined then pull a field base on position, suchs 30th through 40th.

Using `head -1 $file | cut -c46-75`  to pull informtion from the first row.

I am thinking something like,
`XXXXX =T20ST  $file | cut -c30-40`  ,

grep '^T70ST'  $file | cut -c30-40
