Help understanding how this technique is done

Can someone tell me HOW this works?  As you scroll down the image in the background changes and the content scrolls over the top of that image.  I think it's a really neat technique and would like to implement it but I have no idea how he/she is doing this.

Any help would be appreciated.  Thanks!
