I'm woking with this template.

Where does it render differently for phones and desktops? Is it in the css file?

It is in the css http://getbootstrap.com/css/.  They have pre defined media queries that you call by giving an object a class like .col-md-6.

Below will stack two div's for a phone and create 2 columns for anything wider where the left is wider then the right side.

  <div class="col-xs-12 col-md-4">.col-xs-12 .col-md-4</div>
