Exchange 2013 sp3 to Exchange 2013 CU2 Multiple Mailbox Move

I am in the middle of an Exchange 2010 SP3 to Exchange 2013 CU2 transition. I have everything working and I am migrating mailboxes. When I try to move multiple mailboxes at one time it doesn't quite work as advertised. It only moves one mailbox at a time, not multiple at once. I am using the EAC to create the migration batch.

That doesn't make sense. What is the purpose of batch mode and these settings in the msexchangemailboxreplication.exe.config

MaxActiveMovesPerSourceMDB="20"
MaxActiveMovesPerTargetMDB="20"
MaxActiveMovesPerSourceServer="100"
MaxActiveMovesPerTargetServer="100"
MaxTotalRequestsPerMRS="100"

I should be able to have 20 mailboxes moving into the same database at the same time.

Thoughts?
