Compress all pictures on drive

One of our network drives is filling up rather quickly with large size photo files.

I would like to be able to compress all image files on the drive at the same time similar to how Microsoft office picture manager can compress a 1mb jpg (2832 x 2128 pixels) to 258kb (documents - 1024 x 768).

The files are located throughout the directory tree so I cannot use picture manager (as far as I can tell) to run on subfolders.

Is there a program available that can do this or better yet does someone have a script that can perform this function?

Also, would there be an issue running the compress multiple times on the same file.  I.e. If I run a tool to compress all picture files on a drive every 6 months will ones that are compressed multiple times lose quality or do these programs understand that it is already the correct size?

Found a program called "Batch Photo Processor 2" made by "Traction Software" that seems to fit the bill and is very inexpensive.

We have used their products in the past but was not aware that they had a photo conversion tool.
