On Windows 7 System: How to send an SNMP ./snmpset 10.16.99.55 private .1.3.6.1.4.1.9.2.9.9.0 i 2

I want to permit the reboot of a remote router via SNMP.  The URL below shows what needs to be configured on the router (no problem) and what needs to be sent to the router.  The question is how to I get snmpset utility.  I looked at http://sourceforge.net/projects/net-snmp/files/net-snmp%20binaries/5.6.1.1-binaries/ but the installer packages x86 are complaining they are not compatible with 64bit Win.  Other thought?
