Does anyone know of a cheap tablet Android tablet that will work with a USB to Serial Cable and will run a COM port app like HyperTerminal?

Android tablets exist that do what you want.

See https://play.google.com/store/apps/details?id=slickdevlabs.apps.usbtoserialterm&hl=en for example.  This http://slickdevlabs.com/blog/ shows the tablets that work with this app and the cables that are known to work.

This appears to be another one https://play.google.com/store/apps/details?id=com.gp.uartfree&hl=en  .  The requirement is that the tablet must have an OTG USB port and a USB Serial adaptor and the right cable.  I've seen cheap Android tablets with OTG USB ports but I haven't tried one for the purpose you require.
