refactoring VB code in Visual Studio 2013

I read the article in this link they describe the same question i have:
http://social.msdn.microsoft.com/Forums/vstudio/en-US/d26d6b32-3232-470d-82c5-af2d0b333593/refactor-menu-option-not-available

I'm using Visual Studio 2013 Ultimate. We just upgraded to it at work last week.

If I create a windows forms application using C# as the language.

When I look at my code in code view and then highlight some code and right click my mouse on it, in the menu that pops up one of the menu items is refactor.

As shown on this picture:

refactoring item on menu
It works great.

Now when I  create a windows forms application using VB as the language and then look at my code in code view and highlight some code and right click my mouse on it and then if I look at the menu items. The menu item "refactor" is not there.

Why is the refactor menu item there when I use C# as the code behind language but not there when I use VB as the code behind language?
