HTML responsive asp.net site

I got a requirement to make a asp.net site with  html5, css3.
This site must be responsive to make sure it works on mobile devices  as well.

I need to ask that if I used framework like bootstrap or any other then can I make my asp.net  site responsive.

If any web url is there, I will appreciate it

The starting point to get the CSS responsive is to use media queries, and this is the authoritative information source:

https://developer.mozilla.org/en-US/docs/CSS/media_queries

Depending on the devices that have to be supported and the effects that will be used it may be necessary to deliver more than one version of some pages if you want optimum presentation.

writing media queries from scratch will need take more time, if I use bootstrap or any other framework.
can they save some of my time?

I have no idea.  Without knowing about the site; content, functionality, and templates; and the devices that are to be supported there is no way to give a definitive answer.

If you think bootstrap will do the job, then try it and see if you can manage to do what you want within whatever constraints you run into.

Writing media queries is hardly a lot of work.  I you don't like writing code then use off the shelf products and work within the limits they impose.
