Can a Exchange 2010 Organization have two different email address policies?  Will Exchange 2010 support two different email addresses in the same organization?  Like Hotdog.org and hamburger.org both email addresses managed by one Exchange 2010 Organization?

Yes, you can assign the policy to certain mailboxes depending on the scope.  You would also have to create an accepted domain within the exchange organization.
