Windows 8.1 connect to VPN before Login how do i do this when i click the small "pc" picture on the lower right it just shows me the ethernet card and the wifi connections but does not give me the VPN i created i need this so i can login to domain.

What VPN are you using?  I use IPsec (NCP) and I need merely connect it via a desktop icon. I am using Windows 8.1.

using microsoft pptp  user connects to RRAS server

I never use PPTP.  See if there is a dialer setting to "not connect automatically"  There should be, and that will stop the connection until needed. Conversely, the other setting should allow an automatic connection.

Test by removing the password and allowing it to pop up.

ok i fixed this by creating a .bat file with below code and i scheduled this to run every monite issue is fixed.

There should be a connection setting but running it the way you have will work also.
