Is there a way for individual employees to have their Skydrive and their manager have access

I don't know of any way for a manager to have access to the whole thing, but both folders and files can be shared.

All the user has to do is right-click the folder or file he or she wants to share and click share from the menu.  

They will then get a page that says "Invite people to..."  The user has to type in the Microsoft account of the manager, and the folder will then be available to both of them.

It is not possible in Skydrive. It is a public cloud service from Microsoft.
