Hlookup incorrectly calculating

Folks,
Look at the attached workbook. I see nothing wrong in my Hlookup function yet I am not getting the correct results?
I do not understand why?

You should have

=HLOOKUP($A$3,$C$3:$F$7,(ROW()-3))


The last argument should be 1 for row 4, 2 for row 5 and so on.
