By default you cannot ping or RDP ISA server

You must allow computers in ISA console from where you want to access

In ISA management console, Open System Policy Editor
Go to Remote Management, click the From tab. What groups do you see here? Enterprise Remote Management Computers should contain computer objects of people you wish to RDP to the ISA machine. Create computer objects and add them to this group for those you wish to access the box via RDP.
Alternatively, you can add an ISA Server network object directly to the rule instead of into the predefined group. Although you can add any network object, such as an entire network, subnet, or IP address range, MS recommends that you add individual computers only.
