Online Web Header Image Tool

I need to find a tool (preferably online and free) that makes such headers easy to create

Web headers have always posed a challenge for me.  Google sites is where I usually go when I want to give a customer my very best, but QUICKLY so that I can retain my customer for their future needs.

However, as you see in this screenshot http://screencast.com/t/U00tRt6mD, the header consists of multiple components all merged together (flattened) into a single image.  The components are.

A site title and tagline inside an appropriately sized background with colors to match the rest of the site.
A picture inside of the background.
Wording inside the picture.

It looks ELEGANT for sure, even though is static.

Therefore, I need to find a tool (preferably online and free) that makes such headers easy for my customers to create, even if they have little to no computer ability.  

Assistance is greatly appreciated!

If all you are looking to do is create an image using something like photoshop, you can try http://pixlr.com.

However, the header should probably be something like below with supporting css for a background image for the id header and special styling for the tag lines.

    <div class="header_image"><img src="headshot.jpg"></div>
    <div class="header_tagline">
         <div class="something">Welcome To</div>
         <div class="name">Your Name</div>
         <div class="tag">Tag Line</div>
    </div>
