Yep you can use the shutdown command.<br />

Open a command prompt from another PC on the domain (and logged in as the domain admin) and run the following command.<br />

shutdown /m \\NAME-OF-YOUR-DC /r /f<br />
<br />
/r is a restart.<br />
/f is a force closure on hung apps.<br />
/m specified the name of the remote server.
