Is there a way to create this in php/css/html/jquery or a plugin free or purchased to create the below type of graph?

It would take a value from php/mysql and depending on that value slide the graph.

Hi,
there are multiple Jquery / Javascript charting components on the market, some for free, some paid.
Good overview:

With some screenshots:

For the progress bar you could even use the jQuery UI Progress bar:

my apologies, I should have known better (still getting use to the new guidelines). let me elaborate on these 2 plugins...

jqPlot is a plotting and charting plugin for the jQuery Javascript framework. its open source code that allows for highly customizable graphs (and it does support plot points as requested by the OP). Not a bad value for free :)

jChartFX leverages HTML5, CSS and SVG capabilities similar in fashion to jqPlot. Again, highly customizable and seems to have a few more bells and whistles than jqPlot
