Moved internal intranet site in IIS 7 not working correctly

Hello
I have a internal intranet site that i am transferring from 1 server to another. I have setup the site in IIS7, copied over the data, set the directory location, set the bindings to the same host header, and set the authentication the same. I am using my host file on my machine to point the site name to the IP to access it but I am getting a 404 error when i try to connect to the new site. If I turn on the old site on the old server in IIS i can connect to the site ok on the old server. I have no DNS entry in our active directory domain to point to the site at this time. On the new server I cannot connect to the site in IIS.
Does anyone have any ideas beyond this?

Thank you very much. I was able to copy over the applicationhost.config file from \windows\system32\inetsrv\config to the same location on our new server and settings for the site worked.
