I have a simple SPD 2010 workflow that sends a document set to another library at the end. It works great... when it works... I see that sometimes the workflow completes successfully but the document set is not moved to another library. All that failed had a document inside checked out to user. Is this the reason it fails? How to fix it?

Hello,

if a document is checked out to a user it cannot be manipulated by anyone else. I would put my money on this being exactly the reason why the workflow fails. You may need to override the check-out before starting the workflow.
