Delete Orphan SharePoint website

I find that there is an orphan sharepoint website left in IIS. Is it safe to remove it under IIS ?

I'd say yes but personally I'd rename it or change the port and see if anything breaks. I see it is currently stopped so whatever it serves won't be accessibly. Try starting it then browsing to it to see what the content is - if any

Thanks but supposing there is not entry under SP central administration, how can we relink it to review its content ?

Try to start the website in IIS but it returns
"The process cannot access the file because it is being used by another process (Exception from HRESULT:0x80070020).

Any idea ?

You could start and then click browse in IIS without going into SharePoint.
The error you post suggests that another site may already be using the same port.
Look through the other sites to see if that is the case
