Exchange 2012 Rate limit on number of Email users can sent per hour

We have had issue in the past where a user replies to a phish email, there mailbox get compromised and hundreds of email get send from the users mailbox cause one of our servers to get blacklisted.

How we do have a security department that is suppose to be proactive able this type of this but that is another issue.

Anyway is there a way to place a limit on the number of emails a user can send outbound and if that limit is reached an email is sent the the Exchange Administrators?

Is that an Exchange 2013? 2012 doesn't exist.

You can use message throttling but some additional software on your smarthost or having an appliance that checks for spam/viruses and so on is recommended.

Oops sorry I meant to type Exchange 2010...
Do any of the Exchange experts has any other suggestions on this topic?
