Parser Error Message could not load type : file name

Hello:  Apologize for the duplication - I have reviewed multiple issues like mine on EE, but none of the answers are working out.

Using Visual Web Developer 2010 Express with vb code:

The site was working fine and I decided to add another page, then that page wouldn't work for some reason with the error below.  Now other pages are not working with the error below, but some are.

I have saved, rebuilt the project using Visual Web Developer 2010 Express, re-uploaded the files, with no luck.  

This is happening on every new page I add - it does not exist when I run it in build mode viewing the browser, but exists when I upload the files to the web provider.

Its as if a config file is not being rebuilt and ftp'd ; but I'm uploading the entire project directory so not sure .
