.NET C# file encryption : unicode txt, docx, xlsx

This content is from book "Professional C# 2012 and .NET 4.5".

In this book it is written how to encrypt network stream but I need to encrypt files :
unicode txt, docx, xlsx.
I prefer security over speed.
As I understand : I need to use SHA512, DSA 4096.
There is no point in using ECDSA 320 bits because it is equal only to DSA 2048 bits.
Can I get useful examples ?
