Hi,
there are multiple options.

The "easiest" one would be to create a web part page, add a content editor web part and then inject the HTML source to load the PDF file.

The tricky part of this will be, that to show a PDF in the browser, you are dependent on the client browsers settings (and the browser itself).

Your first try might use this HTML code:

Perhaps you have also to adjust the way how SharePoint handles the PDF Mime Type. Instead of setting the whole web app open for any mime type, you might want to use this Powershell script to enable just PDF Mime Types:
