Access permission to shared sub-folder in outlook

Hello,
If I block a user's access in the root folder (parent folder) in shared folder in OUTLOOK, would he still have access to the sub folder (under that parent folder)?

If they don't specifically have permissions to that sub-folder, then no. BUT if they do, then I believe they can still access it.
