I have created a test lab.  Updates have been applied to the servers and all servers are Server 2012 Standard R2.  Exchange version is Exchange 2013 Standard.  The PrepAd and PrepSchema completed successfully with no issues.  Ad site has proper subnet input into the site.  The AD account installing this has Schema, Enterprise & Domain Admin.  Domain admins are in the local admin account on the server.  During the install of Exchange it stops at 25% and here is what is in the Logs:

Here are a few things I would do, and please make sure you are doing them in order...

1) Delete the installation watermark, and you can do that from here: https://social.technet.microsoft.com/wiki/contents/articles/12917.exchange-2013-watermark-key-path-in-registry.aspx

2) Download Exchange 2013 CU3 and extract them locally. You can download the CU3 update (which is a full installation of Exchange 2013) from this URL: http://www.microsoft.com/en-us/download/details.aspx?id=41175

3) Make sure your Windows 2008 R2 standard machine is up to the requirements (e.g: SP1)

4) The user account you are running it with has local admin permissions (not required but something I typically do), along with being a member of the Enterprise Administrators group. This is critical. If this is not the first Exchange 2013 server in the organizational management group as well (if it is your first E15 server then ignore the org management group membership).

5) IF your machine has UAC (User Access Controls) you HAVE to right click the Setup.exe file for Exchange 2013 CU3 and select "Run as Administrator". You can check if UAC is running by doing the following:

http://technet.microsoft.com/en-us/library/cc709691%28v=ws.10%29.aspx#BKMK_S3

Try this again, and if it fails again please post the logs.

The only thing I had to do was #2.  Downloading that version fixed everything!  Thank you VERY much for the help!
